What is RSUEAP?
The Regulation on Safety and Use of Public Access Spaces (RSUEAP) is a set of rules and guidelines designed to ensure the safety, organization and proper functioning and use of public places and sporting events.
What is a RSUEAP for?
The regulation defines specific rules on safety, circulation, use of facilities, emergency procedures and other relevant guidelines for a sporting event or public sports space.
Why do I need a RSUEAP?
The aim of the RSUEAP is to promote safety, prevent accidents and ensure compliance with standards and requirements for use, accessibility and safety.
What regulations are in force?
Law 39/2009, of July 30, amended and republished by Law 113/2019, of September 11, establishes the legal framework for security at sporting events and applies to all sporting events and any events related to the sporting phenomenon. According to the law, internal regulations on security and the use of public spaces must be drawn up and submitted for approval to the APCVD (Authority for the Prevention and Combat of Violence in Sport).
According to the same, internal regulations on safety and the use of public access spaces must be drawn up and submitted for approval, for the opinion of the ANEPC (National Emergency and Civil Protection Authority), the locally responsible emergency medical services and the organizer of the sports competition, and must then be registered and approved by the APCVD.
